Bio

Jim Hickman is a Partner at Suncoast Ventures, where he serves as the firm's expert on healthcare policy, CMS, and care-delivery transformation. He helps healthcare innovators scale at the intersection of policy and markets — from MCP contracting to Community Supports to measurable system change — bringing a level of CalAIM and Medi-Cal fluency rare in early-stage venture.

Jim is the Founder and Principal of Hickman Strategies LLC and serves as a PATH CPI Facilitator and CalAIM Technical Assistance Provider at the Camden Coalition, leading the CalAIM Justice-Involved Initiative rollout across Kaiser Permanente's 32 California counties. He authors CalAIM Field Notes on Substack — "The Practitioner's Guide to California's Medicaid Transformation" — which has become required reading for anyone operating in California Medicaid.

Previously, he has held leadership and advisory roles spanning county-level Medicaid implementation, MCP strategy, and community-supports operations. His career has been built at the seams of policy, payer, and provider — the places where most early-stage health-tech founders have no idea where to start.

Based in California, Jim continues to be the operating bridge between the policy infrastructure that actually pays for care and the founders building the next generation of solutions to deliver it.

Backstory

For years I worked at the intersection of Medicaid operations and care-delivery innovation, and I kept watching the same pattern repeat: brilliant founders building solutions that should have transformed Medi-Cal members' lives, then stalling the moment they hit the policy infrastructure that actually moves money in California. The frameworks existed. The contracting paths existed. But almost nobody had translated them in a way an operator could use.

I built Hickman Strategies and CalAIM Field Notes to be exactly that translation layer. The tagline — the practitioner's guide to California's Medicaid transformation — isn't branding; it's the methodology. Every dispatch is ground-truth from the implementation work itself.

That practitioner-first stance is what I bring to Suncoast. Our policy edge isn't academic — it's the edge that lets me sit across from a county Medi-Cal director or a Kaiser contracting team and have the conversation in the right vocabulary, the first time.
